A Reflection: Celebrating Eight Years of Faith-Based and Neighborhood Partnerships

Looking back at USDA’s efforts to help rural America thrive, I am truly proud of the impact our diverse partners, both from faith and secular communities, have had within their communities. On behalf of the USDA Center for Faith-Based and Neighborhood Partnerships, I would like to say thank you to our partners these past eight years as well as reflect on a few notable highlights of the work we have achieved together.

USDA touches the lives of all Americans every day, whether they realize it or not. While our programs to reduce food insecurity are well known, our nation’s most vulnerable citizens can still be hard to reach. Faith-based and community partners have been especially helpful in this area, particularly when it comes to feeding children in summer months, when school is out of session. In collaboration with many partners, including Catholic Charities USA, the Church of God in Christ, Islamic Relief USA, the National Baptist Convention and the Salvation Army, USDA increased the number of summer meals served to kids by 16% between 2009 and 2015, a total of more than 1.2 billion summer meals served when school is out and food is scarce.

USDA Foods' Local Roots: DoD Fresh Connects the Farm to School

What do the military’s logistical network, peaches and peppers, and school children have in common? The first delivers the second to the third through a unique partnership between the Department of Defense (DoD) and USDA.

October is National Farm to School Month and the perfect time to celebrate the DoD Fresh Fruit and Vegetable Program, which connects schools with fresh and often local produce using their USDA Foods entitlement dollars. Schools order local foods from a variety of sources, and according to the 2015 USDA Farm to School Census, 29 percent of districts participating in farm to school are receiving local foods through DoD Fresh.

Already Planning to Feed More Kids than Ever During Summer 2017

Now that summer has come and gone, I’m happy to announce that this season the USDA Rural Housing Service was able to partner with the USDA Food and Nutrition Service (FNS) to feed more kids than ever before. Three hundred and five Rural Housing Service Multi-Family Housing properties participated in FNS’ Summer Meal Programs, which provide low-income children with free, healthy meals during the summer when school is out. This is 121 more affordable housing communities we were able to serve than the year before, and almost triple the number from 2014.

This is a huge success, and I’m so proud of my team across the country for feeding more kids at our properties than ever before! However, we cannot become complacent because we have the potential to make an even bigger difference in the lives of rural kids. There are more opportunities to partner with borrowers in our Multi-Family Housing and Community Facilities Programs, and I’ve set a lofty goal for summer 2017.

NIFA Programs Key to Reducing U.S. Household Food Insecurity

The National Institute of Food and Agriculture (NIFA) opened its doors on Oct. 1, 2009, created by the 2008 Farm Bill.  NIFA begins its eighth year as USDA’s premier extramural agricultural science agency by examining its role in helping reduce hunger in the United States.

As a nation, we are making great strides in combating food insecurity—the limited access to adequate food due to a lack of money and other resources. A recent household food security report issued by USDA’s Economic Research Service (ERS) shows the lowest figures on record for food insecurity among children.

Funding and leadership from USDA’s National Institute of Food and Agriculture (NIFA) support many food and nutrition assistance programs that provide low-income households access to food, a healthful diet and nutrition education. Three such programs are the Food Insecurity Nutrition Incentive (FINI), Community Food Projects (CFP), and the Expanded Food and Nutrition Education Program (EFNEP).

Summer Meals: Giving Families the Support They Need

As a mother and grandmother, I understand the importance of ensuring that America’s children are provided with nutritious meals every day. My grandchildren, who are 5 and 8, are just like all children – infinitely curious and filled with energy, love, and joy. Young children should be playing and learning -- not worried about where their next meal will come from. But for many children, school meals are their only source of nutrition, which is why USDA’s Summer Meals Programs are so important.

Summer Meals provide kids with the nutrition they need when school is out, and a safe haven where they can play and learn to keep their minds and bodies active during the summer months. The availability of these meals, which are served at no cost to children 18 and under, also reduces the financial burden on caretakers when school is out of session.

Local Experience Plants Seeds of Positive Youth Development Abroad

Raising children to be their very best is not a concept unique to any particular country; rather, teaching youth to make better choices and create positive change in their communities is a common theme.

4-H is an American program that provides positive youth development by promoting citizenship, healthy living, science, civic affairs, leadership, positive relationships, safe areas for risk-taking, and more. In 2015, nearly 6.5 million adult volunteers and youth sported the green four-leaf clover as they prepared for college, work, career, and life. As iconic as it is, 4-H is not just an American phenomenon, its principles have become deeply entrenched abroad, as well.

What Explains the Recent Rise in Rural Child Poverty?

During the 1950s and 1960s, the adage “a rising tide lifts all boats” broadly applied to the U.S. economy. As average income grew, the share of the population living in poverty fell rapidly. In the 1970s and 1980s, however, this relationship changed: average income continued to rise, but poverty increased. This means that incomes actually fell for many families in the lower portion of the income distribution. In other words, income inequality increased, and this translated into higher poverty despite a growing economy.

Recent work by USDA’s Economic Research Service (ERS) shows that this dynamic persists, and helps explain trends in poverty among children in rural areas. According to official estimates, the share of rural children living in poverty grew between 2003 and 2007 even as the national economy expanded. Between 2007 and 2010, this share continued to increase, as might be expected given the profound economic recession of 2007-09. But the rural child poverty rate continued to rise through 2012, peaking at 26.7 percent, its highest level since at least 1968 -- despite the resumption of economic growth at the national level. The rate finally began to decline between 2012 and 2014, but the 2014 level was well above that of 2003.

Concannon: Reauthorize Child Nutrition Programs So They Benefit Children

It may seem like common sense for child nutrition programs to benefit children, but some see it differently today.

Nationwide, schools have made the lunchroom a healthy environment. In fact, in only the second school year of full implementation of the Healthy, Hunger-Free Kids Act (HHFKA), over 98 percent of schools participating are already meeting the healthier meal standards.  Students are eating more fruits and vegetables during the school day and more low-income children are eating nutritious breakfasts and lunches at school. And data show obesity rates for some children are leveling off. With all the success of HHFKA, now is not the time to intentionally go backwards on nutrition standards in healthier school meals and to block access to these meals for millions of children.

Big Impact from a Small Kitchen

I recently traveled to Columbus, Ohio with Farm Service Agency (FSA) Administrator Val Dolcini and stopped by Southside Roots Café, Market and Kitchen for lunch. The restaurant makes delicious food from locally-sourced seasonal ingredients, but what really sets it apart is how it charges customers for that food.

Southside Roots Café uses a pay-what-you-can approach that allows everyone to eat nutritious, delicious food, regardless of their income. Housed in a former school building owned and operated by the Mid-Ohio Food Bank, the café and an adjacent fresh food market provide fresh, affordable, nutritious food to the local community. Weekly community meals, along with a kids’ meal program for students at a nearby development center and visitors to the Boys and Girls Club of Columbus, round out the food bank’s creative approach to serving families and children in need.

Connection Between Children's Emotions, Mental Skills and Eating Habits

American children are gaining weight. Obesity now affects one in six children and adolescents in the United States, according to the Centers for Disease Control and Prevention. It’s a major concern because extra pounds can increase risk for developing serious health problems in children, including diabetes, high blood pressure and high cholesterol.

While strategies to reduce childhood obesity include improving diet and increasing exercise, USDA scientists are looking for ways to prevent behaviors in children that may lead to obesity. Nutritionist Kevin Laugero, who works at the USDA Agricultural Research Service’s (ARS) Western Human Nutrition Research Center in Davis, California, recently investigated the relationship between obesity, unhealthy eating behaviors and decreased mental skills in 3- to 6-year-olds.
