Accelerating Economic Mobility Through Promise Zone Partnerships

In 2014, President Obama identified the first five communities to be part of the Promise Zone initiative -- a new placed-based effort to leverage investments, increase economic activity, improve educational opportunities and improve the quality of life in some of our country’s most challenged communities. As part of the Obama Administration’s commitment to Rural America and our tribal areas, eastern Kentucky Highlands and the Choctaw Nation in Oklahoma were part of the first named Promise Zone communities.  Yesterday, the Administration announced eight additional new Promise Zone communities including one rural area in the Low Country of South Carolina, and one tribal community, the Pine Ridge Indian Reservation in South Dakota.

Through Promise Zone effort, the Obama Administration is working across all channels and with partners to address some of the unique challenges that rural Americans face. Cecilia Muñoz, Assistant to the President and Director of the Domestic Policy Council and Luke Tate, Special Assistant to the President for Economic Mobility co-authored a blog on how Promise Zone partnerships help to increase economic mobility in the communities they serve.

Secretary Vilsack Announces Partnerships with Farmers and Ranchers to Address Climate Change

America’s farmers, ranchers and forest landowners understand the threats that a changing climate can have on their operations and on their bottom line. As the world warms, that warming triggers many other changes to the Earth’s climate, including an increase in extreme events. Over the last 50 years, much of the U.S. has seen increases in excessively high temperatures, heavy downpours, and in some regions, severe floods and droughts. These events can drastically impact the agriculture and forestry sectors.  

Today, I announced USDA’s comprehensive plan to tackle these challenges by working with partners and producers on a voluntary basis to reduce greenhouse gas emissions and enhance carbon sequestration in agriculture and forestry by over 120 million metric tons over the next 10 years. Our strategy lays the foundation for agriculture and forestry to be part of the climate change solution. The plan will encourage farmers, ranchers, and forest landowners to set an example for the world by showing that climate-friendly conservation practices can benefit the environment, individual farms and forest operations, and the economy as a whole.

Celebrating Earth Day and Protecting the Environment in Rural America

It’s a fact most of us learned in grammar school.  More than seventy percent of the earth’s surface is water.  On this 45th Earth Day, I can’t help but be proud to recognize the work that USDA Rural Development is doing to improve water quality and availability in Rural America.  Today, USDA is announcing over $112 million in loans and grants to rural communities across the country for better water and wastewater systems.

To recognize Earth Day, today I visited the rural community of Henderson, Maryland. The town’s water system recently failed completely, leaving the 146 residents of Henderson without water. However, Rural Development stepped in to help. USDA is providing the town with a $175,000 Emergency Community Water Assistance Grant to make critically needed repairs to the system.

Organic Growth - 27,000+ Certified Organic Operations around the World

This is the twenty-fourth installment of the Organic 101 series that explores different aspects of the USDA organic regulations.

Across the country, more and more people are looking for organic options at their local markets.  Thanks to the remarkable growth in the number of domestic and international certified organic operations, Americans now have more choices than ever.
 
In fact, according to data released today by my agency, the Agricultural Marketing Service (AMS), there were 19,474 certified organic producers in the United States and 27,814 certified organic operations around the world at the end of 2014.  In just one year, the number of U.S. certified organic operations increased by more than 5 percent.  And since the count began in 2002, the number of domestic organic operations has increased by over 250 percent.  You can access the full list of certified operations at http://apps.ams.usda.gov/nop/ or download the list in Excel format going back to 2010.

Cover Crops: Agriculture's Hero

Cover crops are the real heroes in the world of agriculture. Their job starts after a field is harvested and ends just before the next season’s crop is planted. Expectations for cover crops are high because if they don’t produce, the next crop may suffer.

After crops are harvested each year, planting fields are left bare. Runoff from rainwater, wind, and other forms of erosion devastate planting fields by stripping essential nutrients from the soil – nutrients needed for the next growing season. In addition to the loss of vital nutrients, the exposed fields are prime real estate for noxious-weed seeds intent on stealing what is left of the field’s nutrients. Replacing the lost nutrients and removing the weedy invaders costs millions of dollars each year for farmers.

Expanding Trade Opportunities by Translating Documents into Spanish

When trading commodities on the market, it is critical that buyers and sellers across the supply chain speak the same trade language.  For meat products, large volume buyers – ranging from the federal government to schools, restaurants and hotels – reference the U.S. Institutional Meat Purchase Specifications (IMPS) when making their purchases.

For the first time, the IMPS and poultry and turkey trade descriptions, which are maintained by USDA’s Agricultural Marketing Service (AMS), have been translated into Spanish.  These documents are part of a continued effort to expand the use of meat specifications used in the United States, Canada and Mexico for trade.  You can also find French translations of these documents through the Canadian Food Inspection Agency.

Training Empowers Ag Boards to Recruit the Next Generation of Farmers

USDA Secretary Tom Vilsack, Deputy Secretary Krysta Harden, and all of USDA are committed to supporting the next generation of farmers and ranchers and promoting diversity and inclusion in all sectors of agriculture. As Administrator of the Agricultural Marketing Service (AMS), I had the pleasure of advancing these important priorities during our Research and Promotion Program (R&P) board diversity and inclusion training session, held in Northern Virginia prior to the 2015 Agricultural Outlook Forum.

Meeting participants – including more than 50 board members and board staff from 20 of the 22 R&P boards that we oversee, AMS employees, and representatives of Certified Nominating Organizations – gathered to tackle a serious issue: how to recruit talented and diverse board members who are representative of the industries they serve. The R&P boards allow farmers and ranchers to pool their resources and set common goals to develop new markets and strengthen current markets for the commodities they grow or handle.

Montana Organic Association Focuses on the Benefits of Organic Business

This is the twenty-third installment of the Organic 101 series that explores different aspects of the USDA organic regulations.

According to a 2014 USDA Economic Research Service report, consumer demand for organically produced products continues to show double-digit growth.  This year, the Montana Organic Association’s (MOA) annual meeting highlighted the sector’s ongoing growth with its theme of Organic Business: Benefitting Producers and Consumers.  As USDA’s Organic Policy Advisor, I represented USDA at MOA’s conference and presented information about USDA’s support for the growing organic community.

MOA’s mission is to advocate for and promote organic agriculture for the highest good of the people, the environment and the state's economy. The conference brought in over 200 people, a large number in a rural state with just over 200 certified organic operations.  MOA President Nate Brown noted, "The Montana Organic Association annual conference is our biggest event of the year and has been the lifeblood of the organization for the past 12 years.  We feel the conference is a great way to bring together Montana's organic community every year for a weekend of learning and socializing in order to keep up with the growing organic market in our state."

Affordable Care Act Gives New Farmers the Freedom to Farm

As every farmer and rancher will tell you, life on the farm means you make tough choices every day. At times the challenges and risks facing farmers, especially those just starting out, can seem difficult and daunting. Now, thanks to the Affordable Care Act, new farmers have one less thing to worry about: they no longer have to choose between doing what they love and having access to affordable, reliable health insurance coverage for themselves and their families.

There are stories like Elena, who worked alongside her father on their Colorado farm throughout her early 20s. The Affordable Care Act allowed her to remain on her parent’s health insurance through the age of 25. But after she turned 26, she had to take a job in town that came with health benefits. By getting Affordable Care Act marketplace coverage, she was able to come back to her family farm while maintaining access to health coverage.

Livestock Mandatory Reporting - Bringing Transparency to the Marketplace

The Livestock Mandatory Price Reporting (LMR) Program was established to expand pricing information available in the livestock industry. Part of USDA Market News data, the information is distributed by the Agricultural Marketing Service (AMS) and allows analysts to dive in head first and fulfill all of their number crunching ambitions.

The purpose of the program is to provide marketing information for cattle, swine, lamb, and livestock products that can be readily understood and utilized by producers. Livestock Mandatory Reporting encourages competition in the marketplace by vastly improving price and supply data, bringing transparency, breadth and depth to market reporting. The program gets its authority through the Livestock Mandatory Reporting Act of 1999, which must be reauthorized by Congress every five years. The program is up for reauthorization in September 2015.
