This fall USDA’s Rural Utilities Service (RUS) successfully completed its final round of grant awards under the American Recovery and Reinvestment Act (Recovery Act).  In the last year and a half, we’ve done more to bridge the digital divide for rural Americans than many ever thought possible.  The Recovery Act has unleashed an historic level of investment in rural high speed telecommunications infrastructure that will create new jobs, new services and new opportunities across the countryside.

On February 17, 2009 President Obama signed into law the American Recovery and Reinvestment Act.  As a result of this Act, two Broadband groundbreaking ceremonies were held in Louisiana during the month of October.

Louisiana Senator Mary Landrieu and USDA Rural Development State Director Clarence W. Hawkins along with staff members were on hand for the announcement of two major broadband projects in Washington and Morehouse Parish. “By bringing this technology to underserved areas of the state, we will better equip our students with the necessary tools needed for a better quality education,” said Hawkins.

Another impeccable line-up of speakers, led by Agriculture Secretary Tom Vilsack, has been announced for the 2011 Agricultural Outlook Forum. Titled “Today’s Strategies & Tomorrow’s Opportunities,” the Forum will be held February 24-25, 2011, at the Crystal Gateway Marriott Hotel in Arlington, Va.  The Plenary Panel speakers include:

In the days of the Great Depression, the National Recovery Act had as part of its focus the development of rural America. The primary initiatives of that era were development of electrical and telephone systems throughout the nation.

David Villano, assistant administrator of USDA’s Rural Utilities programs recently provided the keynote address to the 2010 Kansas Broadband Summit in Wichita.  The Summit, entitled “A Fully Connected Kansas – Mission Possible” addressed topics of telemedicine, government services, economic development, mapping and digital accessibility.  Over 180 attended including USDA Recovery Act broadband awardees Madison Telephone Co., LLC, NEX-Tech, and SC Telcom.  The purpose of the summit was to begin building a statewide sustainable broadband focus.

Greenwood County, Kansas is a fragile rural economy.  Despite the current challenges of outmigration, unemployment and economic resources a bold step was taken recently as Madison Telephone, LLC broke ground to begin construction of a Fiber-to-the-Premises project in its certified service area, which includes the communities of Madison and Lamont.

Several years ago, commissioners in Lake County in Northeastern Minnesota began researching the possibility of bringing fully network connected broadband services to the region.

Monmouth, Ill., residents Vicki and Ted Briscoe want to know when their access to the Internet will no longer be hampered by a slow dial up connection. The answer—12 to 18 months—came from Noah Campbell, vice president of community relations for Utopian Wireless Corp, at a talk show-style forum held at the Briscoes’ alma mater Monmouth College Wednesday, Sept. 22.

USDA Rural Utilities Administrator Jonathan Adelstein visited Western Kentucky recently to announce the start of one of the largest broadband projects in the country.

The excitement was readily apparent when Rural Development Illinois State Director Colleen Callahan and Governor Pat Quinn announced Aug. 31 that 66,000 Cellular One customers in 11 east central Illinois counties would be getting high speed Internet service.
