Working with the Private Sector, Guaranteeing Affordable Housing Opportunities in Rural America

Groceries, childcare, education, transportation, insurance, utilities: these are just some of the essential places families nationwide spend their paychecks every month. Making ends meet takes hard work, but sometimes even after working long hours and shopping right families need help to make it.

Twenty years ago essential affordable housing opportunities were scarce in rural America. Banks weren’t investing in these opportunities because deals that would build affordable rentals required long-term, patient capital that turned profit much slower than those big, new, luxury apartments in cities and larger towns.

From Recovery to Renewal: Rural America's Partner for Prosperity

Eight years ago this month, the US economy went into free fall. The crash of the housing market led to a chain of historic levels of bankruptcies and layoffs. The stock market would eventually lose 20% of its value; family incomes, investments, and home values were being crushed. Along with that, the hopes and dreams of many families.

One month after stepping into office, President Obama signed the American Recovery and Reinvestment Act – the greatest single investment in our nation’s economy since “The New Deal.”

Reflecting on the American Dream

Last month, I had the privilege of witnessing the American dream come to life for a Rockingham, Virginia family who has just purchased and built their first home with the help of a USDA Rural Development (RD) direct low-interest loan. It was an honor to help Rural Housing Service Administrator Tony Hernandez, Virginia Rural Development employees and local officials welcome Alias and Ansam Khader and their three children to their newly constructed home, which we did via a key presentation ceremony on the family’s new front porch.

Prior to the ceremony, I had the opportunity to spend time with the Khaders as they graciously took me and others on a tour of the house. They shared with us stories of their journey to this special day and visions of their bright future. I quickly learned that the Khaders were a remarkable family, having overcome extraordinary circumstances.

A Community for Agricultores in Puerto Rico

In the municipality of Lares, Puerto Rico, lies Alturas de Castañer, a small, mountainous community that is home to 24 agricultores and their families. The agricultores - or farm workers - work hard year-round to produce coffee, bananas, root vegetables and citrus fruits that are then sold in local markets and to area restaurants.

Before coming to the community of Alturas de Castañer, many families lived in cramped conditions, sometimes with two or three other families.  Conditions were unsanitary and children were constantly sick.  Some homes did not even have roofs, and residents suffered dangerous exposure to the natural elements, including torrential rains during hurricane season.

Una Comunidad Para Agricultores en Puerto Rico

En el municipio de Lares, Puerto Rico, se encuentra Alturas de Castañer, una comunidad en las montañas donde viven 24 agricultores y sus familias. Los agricultores trabajan arduamente durante todo el año para producir café, plátanos, viandas y frutas cítricas que luego se venden en los mercados locales y a los restaurantes en la zona.

Antes de llegar a la comunidad de Alturas de Castañer, muchas familias vivían en espacios estrechos, a veces con dos o tres otras familias. Las condiciones eran insalubres y los niños estaban constantemente enfermos. Algunos hogares ni siquiera tenían techo y los residentes estaban peligrosamente expuestos a los elementos de la naturaleza, como las lluvias torrenciales durante la temporada de huracanes.

USDA Investments Make Big Impact in Rural America

USDA Rural Development’s just released 2015 Progress Report highlights the many ways that the Agency’s investments in businesses and communities created jobs, provided economic opportunities and improved local infrastructure for millions of rural residents.

This report also presents the historic level of investment in rural communities since President Obama took office in 2009. Among the highlights, USDA:

High Five Series: Rural America is Home for the Holidays

Oh, there’s nooooo place like hooooome for the holidays… Every time I hear that song I get an extra spring in my step knowing that I work for an organization that helped more than 160,000 families afford to buy, rent, or repair their homes this year. That’s 160,000 families in rural America that are home for the Holidays.

This year, 50 New Hampshire families living in one of our rental housing facilities were on the verge of losing their homes, but because of local community action groups, and my amazing team of affordable rural housing professionals, USDA Rural Development is able to continue to provide rental assistance to 50 Granite State families for the next 30 years.  Last month, we were able to close a deal that will keep these 50 families, and an additional 50 elderly and disabled tenants in a neighboring affordable housing community in their homes affordably for the next 30 years.

A Conversation on Housing Development in Missouri

There's power in unity and it's always a great thing to see small communities come together to discuss ways of improving the places they call home. If we join forces, a lot can happen - and it all starts with a vision.

Speaking with the individuals of rural areas and creating solutions to further advance their communities is what I truly enjoy. As the Administrator for USDA Rural Housing Service, listening to the voices of people in small communities and making their vision become a reality is something I strive to achieve.

Strengthening Rural America For Our Future Generations

Here at USDA, we know that having strong rural communities is critical to ensuring that rural America remains a viable place for families to call home. That's why, through smart investments and regional partnerships, we continuously work to expand opportunities by fostering the creation of diverse and productive rural economies through everything from home loans to financing for infrastructure and business ventures.

Infrastructure, like homes, buildings, roads and power, is the first step toward prosperity and growth in any community. For small rural communities, however, large-scale infrastructure development can be challenging. Small towns have more limited resources and a smaller tax base that can make access to credit difficult. Fortunately, USDA Rural Development can help. We are proud to partner with rural communities across America to provide affordable financing for these essentials, including financing to bring high speed broadband, including remote, poor and under-served areas. Additionally, we provide loans, grants and technical assistance for water systems, wastewater systems, essential community facilities like schools and hospitals, small business start-up or expansion.

Natural Building - of Homes and Partnerships in Utah

Though National Homeownership Month has ended, the stories of people in rural America achieving that American dream never do. Last month I had the good fortune to visit the homes of two such people in Moab, Utah: Heather Gallagher and Lynn Chenard.

Both women live and work in the town of Moab, Utah, adjacent to Arches National Park. They were drawn there by many of the same things that call to me: rock climbing, mountain biking, river rafting, and wilderness exploration. The one thing that might have forced them out, however, is the community’s lack of affordable housing and limited seasonal work.
