Supporting the Next Generation of Agriculture

All universities engage in research and teaching, but the nation’s more than 100 land-grant colleges and universities, have a third critical mission—extension.  “Extension” means “reaching out,” and—along with teaching and research—land-grant institutions extend their resources, solving public needs with college or university resources through non-formal, non-credit programs.

These programs are largely administered through thousands of county and regional extension offices, which bring land-grant expertise to the most local of levels.  And both the universities and their local offices are supported by NIFA, the federal partner in the Cooperative Extension System (CES).

Addressing Hunger Through Local and Regional Food Systems

In 2009, 14.7% of U.S. households were insecure, meaning that at some point during the year these households were uncertain of having, or unable to obtain, enough food.  In addition to tracking and reporting on hunger in the United States, USDA plays a significant role in helping families acquire food through a myriad of nutrition programs (15 in all), inluding the Supplemental Nutrition Assistance Program and the National School Lunch Program.

An area of USDA support for finding solutions to hunger that may be overlooked is through our National Instutite for Food and Agriculture (NIFA), an agency within the Department that supports research, education and extension programs in the Land-Grant University System and other partner organizations.  Last week we annouced eight awards totaling more than $18 million, made through the Agriculture Food and Research Initiative (AFRI), that are supporting local and regional food systems while investigating sustainable solutions to food access within those regions.  Here’s a list of the projects:

Repair the World: USDA Hosts its First Food and Justice Passover Seder

Matzah, the traditional flatbread eaten by Jewish people to commemorate Passover, decorated six circular tables, along with bitter herbs (maror), “mortar” for bricks (haroset), and green leafy vegetables (carpas).  Around the tables, USDA employees, Administration officials, and a host of guests from the non-profit and Jewish community gathered to celebrate the U.S. Department of Agriculture’s Food and Justice Passover Seder this week.

A traditional seder is a ceremonial Jewish meal commemorating the Passover holiday and Exodus of the Israelites from Egypt after being freed from slavery.  Held in partnership with Jewish Funds for Justice and the Progressive Jewish Alliance, USDA’s modernized symbolic seder was held after Passover and focused on issues where food and justice intersect.

Geographic Preference: Helping Schools Purchase Local Foods for School Meal Programs

The 2008 Farm Bill contained more support for local and regional food systems than ever before, with provisions such as a 5% set-aside within the Rural Development Business and Industry Guaranteed Loan Program and increased funding for the Farmers Market Promotion Program.  Farm to school efforts also received significant support as the Bill gave allowance for school districts to apply the option of a “geographic preference” when buying unprocessed locally grown or raised foods.

The College Tour Comes to Mississippi

Recently, Deputy Secretary Kathleen Merrigan visited Alcorn State University and Mississippi State University as a part of the College Tour, a series of presentations at schools around the country that highlights the relevance of agriculture to our nation’s most pressing issues,  including healthy eating, economic development, environmental protection and resource management.   For each College Tour stop there is a heavy emphasis on encouraging students to enter the agricultural sector

Deputy Secretary Encourages Native American Students to Consider a Career in Agriculture

Deputy Agriculture Secretary Kathleen Merrigan was invited to address the participants at the American Indian Higher Education Consortium’s 30th Annual Conference in Bismarck, North Dakota, earlier this week.  During the presentation, the Deputy Secretary highlighted the Know Your Farmer, Know Your Food effort.  She outlined the critical connection between farmers and consumers and the importance of local and regional food systems to increase economic opportunity in rural America. In addition, Deputy Secretary Merrigan informed the audience that 50 percent of U.S. Department of Agriculture employees will be eligible for retirement by 2013.  It is anticipated that many job opportunities and possibilities will become available.  Therefore, USDA will be seeking college graduates with a variety of educational backgrounds to replenish its’ workforce.

Food Hubs: Creating Opportunities for Producers Across the Nation

As I talk to farmers across the country, regardless of what they produce or where, they all share one common challenge:  how to best move product from the farm to the marketplace.  This is especially crucial for small and midsize farmers who may not have enough capital to own their own trucks, their own refrigeration units, or their own warehouse space.  They might not have the resources to develop sophisticated distribution routes, build effective marketing campaigns or network with regional buyers and customers.

Without infrastructure, logistical and marketing support, these producers might be growing the sweetest strawberries or raising the most tender beef, but they lack the infrastructure support to get their exceptional products to your table.
