Anita R. Adkins

Ms. Anita R. Adkins currently serves as the Chief Human Capital Officer for the U.S. Department of Agriculture (USDA) and has occupied this position since October 2021. Prior to this role, she served as the Acting Director for the National Finance Center (NFC) where she successfully implemented numerous business process improvements supporting the Human Resources Line of Business throughout the USDA and providing Federal Government-wide payroll, information technology software, HR, Federal employee health insurance, and administrative services and products. Ms. Adkins also previously served as the Director for Human Resources, Rural Development (RD), where she led many of RD’s reforms to streamline the HR functions nationwide. She has held several leadership positions within USDA to include Senior Advisor to the Chief Human Capital Officer, Director of Human Resources Policy, and Senior Specialist for Performance Management. She has also served in leadership positions at the USDA’s Natural Resources Conservation Service and U.S. Forest Service; the Department of the Defense, Defense Logistics Agency; and the Department of Veterans Affairs. Ms. Adkins has more than 30 years of HR experience, marked by a longstanding record of excellence in customer service and consistency in achieving outcomes and transforming organizational culture.
